Mark Keener AIA AICP led a team of professionals with expertise in the fields of architecture, landuse law, town planning, code ordinances, town planning, real estate and multi-disciplinary. Mark developed the curriculum, was lead presenter and is the designer and co-author of the manual. Training sessions across the state involved municipalities that had already developed FBCs in addition to those that were interested in exploring FBCs. Mark's team organized and ran two half-day sessions and created a template for future sessions. The Guidebook defines and explains FBC but is unique in that it also examines FBC with respect to New Jersey’s Municipal Land Use Law and Local Redevelopment and Housing Law. Municipalities understand how form-based code elements fit within the State’s regulatory framework for land use and how they are administered once adopted into local land use ordinances.

Several towns have amended, or are considering amendments to improve planning and development outcomes in their municipalities. However, the sponsor of the project, New Jersey Department of Transportation, has yet to make the guidebook available on their website.
